Yes, and soon a representative will have gvmt every morning to come home to you to check back home for the "global warming" issues and fines if it does not .....

Recycling is not mandatory, and governments have no money to see how much people spend on recycling. They could just ask.

Oh yes .... Umm I do not know where you live, but here is what we have recycling, if you transfer status and its own properties. Therefore, perhaps 1% of the population actually recycled. Perhaps it is a recycling program was implemented, we could compare the total tonnage of household waste before recycling. But until then, recycling here is small, and in no way to monitor the background.
